Unable to login in to sandbox Timeout

One of the developers is unable to login to sandbox.The error says an error occurred while communicating with the server. The developer is located in India.

Being in India shouldn't matter. There is probably some type of firewall issue on the developer's network that is causing this issue. Can this developer login via a web browser?
