Can I test my sandbox app on someone else's non-DEV device?

Is there a way to log into my sandbox account or create him a sandbox to access and test the app?

No, you'll need a sandbox device to test a sandbox app. You can purchase one here: https://www.cloverdevkit.com or view our docs on setting up an emulator here: https://docs.clover.com/build/android-emulator-setup/
