REST Fire command not printing all items

So I'm using the /fire API to print an order to store and we're finding that not all items are getting printed. Some are printed and then some are not.

The merchant is not using labels with the printers so I don't think that's the issue. Any thoughts on what might be happening?

Items are printed now because they re-printed the receipt.

I think I found an order that is a "live" example of a partial print. First item is reported as printed on the order details and the others are not printed.
