How to set Closeout time for REST Pay?

For REST Pay, where I can set the Closeout time?

What about manual closeout? Do developer can set the merchant can do manual closeout?

AFAIK the merchant would need to contact Clover support, maybe they can update the closeout time. I believe the same applies to enabling manual closeout.
