Cannot create/see Merchants

I am an Admin member on my company's account. I cannot see the Merchant's attached to the Owner's login (our Company's locations) and I cannot create a new test merchant for my own development. If I try I get the screen shown below.

Is there something wrong with my account? The owner's account? or the App system?

Same Problem Mantichor got any solution for it ??

This is by design. Any “member” of a developer won't be able to access Test Merchants. Only owners accounts can view test merchants.
