Clover Push Notification

I was trying out the below API in the sandbox.
https://sandbox.dev.clover.com/v3/apps/{ {app_id}}/devices/{ {device_id}}/notifications
The average time taken to send out a push notification is 11-12 seconds. Is the avg time in Production around the same or is it faster?

We don't provide any guarantees regarding our notification service and there are many factors to consider when looking at delivery times. If your app requires guaranteed delivery/timing you should consider using an external messaging service that can provide the level of service you require or rolling your own.

What's a reliable example if FCM is also unavailable? We're looking for a reliable push notification service when the app is in the background
