No test merchants on developer sandbox dashboard

I have looked all over the developer sandbox dashboard but I cannot find a place to view/edit/manage/create a test merchant. I am trying to follow some of the tutorials to get an api token but they do not match up with what I am seeing on my dashboard. Any help would be appreciated.

Up to 2 attachments (including images) can be used with a maximum of 512.0 KiB each and 1.0 MiB total.

In the sandbox dashboard on the top bar you should find a dropdown with 'create test location'

Thanks! The problem was I was logged in as Admin. Got it figured out.
