Enable CloseOut on Sandbox

Close Out All devices is disabled on Flex. When I tried thru code, it says "Closeout is not enabled for this merchant". How can I enable Closeout on all our devices for our locations?

I will look into this and get back to you, we may need to enable manual closeout on our end.
