Intent ACTION_ORDER_CREATED doesn't fire.

Hi Clover team,
I'm trying to receive ACTION_ORDER_CREATED broadcast, but it doesn't fire.

I've tried on several emulators(Station API 17, Flex API 22, Mini 2nd API 27) to listen to all broadcasts on device and there is no ACTION_ORDER_CREATED.
I received many others such as LINE_ITEM_ADDED, etc, but not this one.

What's wrong with this broadcast?
