Testing a new app in sandbox is stuck in "pending approval". Was testing other apps last week and it went from "pending" to "published" almost instantly. Did anything change?

We do not have an approval process for apps in sandbox like we do in production. We chose not to support the normal approval system in sandbox, because it is meant to be a testing environment for developers. In general, third-party apps should not be publicly available to other users during this phase. As a result, all apps will remain in the "NEW" approval state.
Submitting apps should now be disabled, but you can still test your app on a developer kit or emulator.
