Is there any way of accessing data in my clover mini directly from Windows OS? How is the data in Clover stored when it goes offline as you can still access its certain functions including inventory?

To retrieve merchant data such as inventory using Windows app you would want to connect to our servers using our REST API. All devices that a merchant has will be registered to the same merchant account on our servers so all the data you are interested in will be available there.
