Card swipe info before charging

Hello,

I have a client that handles prepaid credit cards/gift cards and wants merchants to be able to check the amount remaining on a card before charging. Is there a way to swipe the card and get the card number to query their database for the amount remaining before charging the card? This would be on an Android app.
