We tried NFC payment (i.e. tap payment) option on our Clover dev kit using the provided test card. However, it resulted in a "Terminated" error. Is there some way to enable this for dev kits?

NFC is enabled on all supported devkits (Mini and Mobile) by default. The provided test cards may not have NFC capabilities unless otherwise stated. They are only EMV and swipe capable.
For NFC testing, please try using a device such as a compatible smartphone. Your devkit gateway should be pointed to blackhole processing, which means no actual payment will be charged to your account.
