Service plan change - unresponsive menu

Hello,
We are attempting to set up our sandbox merchant's inventory, but we do no see the inventory menu.
On another issue post we noticed that the inventory is not available for Payment Plus Bundle, and have to change it, but once we go to the More Tools-> Service Plan the menu is not responsive(change plan buttons dont work at all).
How can we get past this problem ?
