Is there a way to refund a custom tender from the android api

I'm trying to use OrderConnector.addRefund() but I'm receiving an error "App doesn't have required permission"

No, you cannot programmatically induce a refund. There was previously a way to invoke a REST API for this purpose but it was removed. I've filed an internally to get the functionality restored, but unfortunately I do not have an ETA.
