Can we reassign the merchant to an old apk version after they have been moved to the most recent version.

We got approval and released a new apk version that the customer does not want to use after they looked at it (apk was not published just had the merchant assigned). Is it possible we can reassign the merchant to the older version that they were previously on?

It is not possible to downgrade merchants to an older apk.

What you can do, is upload your old apk as a newer version, and do not set the newer version as the default. Then you can create a merchant group, set the apk version of the merchant group to the newer version, and keep that specific merchant in the merchant group. See here for how to create merchant groups and assigning apks to each group.
