I'm just confused why this Type C connector's orientation matters, coz it usually doesn't matter.

- Your request & expected response: I want to be normally plug in Type C connector, I thought the orientation shouldn't matter

As seen here, if I plug it in one way, USB debugging is not connected:
But if I flip it and plug in again, it works:
I spent so much time trying to figure out why it didn't work, and it turned out I had to flip the Type C connector?! Is this something expected?
