Can't Create Token For Merchant Account

My account manages a lot of Merchant Account. But one of them have different interface (Picture below). And I can't create token. My Role is Admin (same role for all Account).
So, how can I access Token page to create token?

I got it. it show new interface. Need to access Setting > view all setting.
