Error in importing inventory

This is error message i am getting "The size of the import file is too large. The import limit is %d items and %d categories."

Prod: The max file size: 5.0 MB
Clover supports inventory: 15,000 items

Categories: 1000

Sandbox: 10 MB
100,000 items

my file is less than 1 mb and items are around 80

developer-relations@devrel.clover.com with your developer id, test merchant ID and the file you are importing for us to take a look

I exported the inventory from one account and am importing into another and getting this exact same error code. Do we know the issue? I am an ISO rep trying to help a merchant. We only have like 25 categories.
