Remove tax when 6+ items of a category is in cart

Hi, in Québec in the food industry, when you buy 6+ of small food items (ex. croissant, éclair, mille-feuille, etc.) then they all become de-taxed.

Is it something I could have out of the box in Clover?

I was thinking adding a secondary category to these items so that when 6+ of those items are in cart then they all get de-taxed.

How would you approach it?
