How do I get passed adb not able to connect to the clover via wifi "...the target machine actively refused it. 10061"?

When I try to connect to the clover's IP via wifi with adb, I get the unable to connect to it b/c the device refused it. Could someone please tell me how can I get passed this?

ADB via wifi is possible using Mini. You have to setup the tcpip following these directions: http://codetheory.in/android-debug-br...

The reason I tried wifi is b/c of the issue I'm having trying to get adb to detect the clover via usb on my windows machines. https://devask.clover.com/question/55...

Nothing I'm trying is working.
