How to prevent to change setting in Inventory app for Tax & Fees for items when creating Tax rate from our custom app?

1- When creating tax rate from our app it saved automatically for Default Taxes & Fees as you can see in below image, even though I have already saved it before create tax rate for Custom/No Taxes & Fees.

2- I want that it should be same state (Custom/No Taxes & Fees) after create tax rate where I have saved it before creating tax rate.
