Cannot Create/see Merchant

I am a developer for a company. The Owner account has made me an admin on their account so I can develop a web app. I cannot see the company's merchants, nor can I create my own test merchant. Trying to create a test merchant gives an error. I'd show you the error, but I don't have enough points.

What needs to be fixed so I can see the Owner's merchant accounts or at LEAST create my own test merchant? If it matters this web app is not intended for public consumption.

The merchant needs to add your email (that you use to login) to the list of "employees" for their merchant. This will allow you to login with your credentials but access the dashboard for any of the merchants for which your email is listed as an employee.
