Inconsistent permissions behavior

We recently updated our app permissions to enable a feature that requires access to Customers (via Orders) in our custom tender app. After publishing the update, one subscribing merchant uninstalled/reinstalled our app and the feature works, but for a second merchant the feature did not work.

Is is possible that app permissions could be presenting differently to different merchants? Is there any way to verify app permissions on an installed app?

Do you have any evidence that permissions are causing the issues you are facing (logs, etc.), or are is it just a hunch? In a private post (moderators only) provide the merchant id being impacted.

It's more than a hunch but less than evidence. This symptom was originally caused by a lack of the Orders & Customers read permissions on our app. Adding and removing those in the sandbox caused the symptom to disappear and reappear on our DevKits. Adding the permissions in production caused the symptom to disappear for one merchant who is using the feature, but the symptom persisted for another merchant.
