APK not allowed with API level 28

APK not allowed with API level 28

My app ( Z8Q0Q0T66X8BM ) is not uploading with compiledSDKVersion and TargetSDKversion is 28, still clover doesn't allow my app to upload.
Please help me solving this issue

Set TargetSDKVersion to 25 :)

This shouldn't be a surprise it is documented on our site - https://docs.clover.com/clover-platform/docs/setting-android-sdk-versions.

Yes it is Surprise for us, We developed our product before Clover comes in to Business, Now reducing it to APK level 25 is big burden on us, so it there any alternative way? Since our product supports API level 21?
