does clover devkits have POS? So that i can create an order from POS device.

I want to create an order from clover POS. So for that i have ordered clover devkit to test it in sandbox environment. Does clover devkit have POS installed?

You can create orders from your devkit device using the Register app.

It seems the term POS is not clear to your. It is a point of sale and all Clover devices are in fact POS devices.
