How can I add flat fee(i.e. 10$) to whole order?
Additional charge has only percentage.
Could you simply add an order line?

It can do what you are looking for.
Hows does that work? Looks like it is fudging all of the items to add in a percentage of the fee?
Advanced Fee app can be setup to express item fee or order fee. the fee can be % of something like item cost or order cost. or the fee can be flat dollar ammount.
the fee can be applied always or based on yes/no condition.
