unable to scroll through app list in dashboard (Safari)

on page https://sandbox.dev.clover.com/employees/m/8WBCP38078FZ1/permissions?itemsPerPage=900&page=1 on safari 12.1 I am unable to scroll with the trackpad. I can use the the down arrow button to scroll a little but it stops and I am unable to get past the apps that start with "A". It does not scroll in chrome either!

I can't seem to scroll through "More Tools > Apps By Clover" in safari either. This screen scrolls in chrome though.
