Trying to Create Sandbox Developer Account - Receive "Not Found Cannot find permission"

I received my Dev Kit today and followed the instructions to create a sandbox developer account at: https://sandbox.dev.clover.com/develo...

However I have tried twice and keep receiving an error when it asks for Developer Name:
