I want to do some test outside the sandbox but it appears that I can only connect to my merchant account and no one else. Is there a restriction for non-approved developers?

Can somoone connect to my app in production if I am not approve?
In order for anyone to install your app on their Merchant Account for use, it must be published to the Clover App Market.
