Error when adding a test merchant

I'm getting a blank error (see screenshots) when trying to make a test merchant. Am I doing something wrong?

Up to 2 attachments (including images) can be used with a maximum of 512.0 KiB each and 1.0 MiB total.

Would you happen to be the Owner of the Developer account or are you a Member?

This is a known bug that is currently getting fixed. As a Member, you are unable to create a Test Merchant without already having a Test merchant Connected to your account. A work around in the short term would be to have the Owner of the account set you as an Employee on one of their Merchants. This adds a Merchant to your account and you will then be able to successfully create your own.
