what permissions are necessary to create test merchant?
I'm an admin and I keep getting 401'd when attempting to create a test merchant.
Currently only the owner of a developer account can create test merchants for that developer account.
A workaround for now is to have the owner create the test merchants, and they can add the email for your developer member account as an employee for their test merchants using the Employee App, to give your developer member account visibility of their test merchants.
