Are you asking if you can tell this from an app loaded on the device or remotely via the web service API?
Yes through the API I want to know if the POS is ready to receive and order before I send it.
Why don't you have your app boot on load (A service) and it will "hello" your servers, your server will mark them online, and continue saying hello every X minutes. If a heartbeat is missed, consider the device off?
