401 on /tems POST but only on a handful of merchants

Hi:

We have a handful of merchants that we can not POST to /items - getting 401. No problems doing GET and the other merchants are fine.

The app has read/write permissions on everything except employees

Merchants uninstalled and re-installed the app, and authed with oauth flow, so we have new tokens.
