There is not. The reason is the possibility of it being used improperly or even fraudulently.
@Jeffrey Blattman is there any chance of this functionality being added into Clover's merchant dashboard so that merchants can issue refunds without physically needing to be at the device?
The ability to issue refunds online is something Clover is certainly planning to make available. I cannot give an eta at this time.
